rumblings about "mandatory vacciantions" in Canada, while others have
taken this as an alreadygiven fact. However, unlike in some states of
the USA and many other countries, instances of mandatory vaccinations
in Canada are very few, and according to offical governement policy as
well as domestic law, even these have exemption clauses.
Are
There Mandatory Vaccinations in Canada? Might there be in the future?
HERE IS HEALTH CANADA'S STATEMENT ON
IMMUNIZATION:
"Vaccinations are NOT mandatory in Canada. “Unlike some countries, immunization is not mandatory in Canada; it cannot be made mandatory because of the Canadian Constitution. Three provinces require proof of immunization for school entrance: Ontario and New Brunswick for diphtheria, tetanus, polio, measles, mumps, and rubella immunization; Manitoba for measles. But, exceptions are permitted on medical or religious grounds and reasons of conscience; legislation and regulations must not be interpreted to imply compulsory immunization.” (Immunization in Canada; May, 1997; Vol 23S4 and Canadian National Report on Immunization; 1996). This means that nobody in Canada can be forced to receive a vaccination. In some cases, nursery schools, daycares, and other schools which are privately owned and operated can demand vaccination for enrollment. But publically-funded schools and daycares cannot." Unfortunately, that is not quite relevant anymore, as we are under WHO Pandemic Level 6 for the H1N1 "swine flu", and the International Health Regulations (I.H.R.) trump national sovereignty, whenever the WHO decides anything needs to be done in the name of a world health emergency. The USA and 192 other countries are also a signatory to this agreement, so what follows should concern EVERYONE!  (a few excerpts with emphasis added) "The revised IHR constitute a major advance in international health law and a crucial step towards the establishment of a global surveillance system. (34) Animating the IHR is the implicit principle that state sovereignty can in some circumstances be subordinated to protect the (global) common good." "The 2005 revisions are intended to lift the IHR out of obsolescence and disregard by broadening the scope, enforceability, scientific rigour, and transparency of the regulations, and of the processes through which they will operate. Three specific principles guided the revision process: (1) all public health risks of urgent international concern should be reported to WHO; (2) stigmatisation and unnecessary constraints on international travel and trade should be avoided; and (3) a global system of surveillance and detection, combined with a pro-active response capacity under a WHO-led multilateral framework, should be developed. (7) All State Parties have approved the revisions, set to enter into force in June 2007. Significantly, the United States included in its formal agreement to the regulations a reservation that it will implement them "in line with U.S. principles of federalism." (8) The primary objective of the regulations remains that of balancing security from the international spread of disease against unnecessary interference with world traffic and trade. Unchanged as well are the four basic state obligations: (1) notification to WHO of cases of certain diseases and transfer of epidemiological evidence thereof; (9) (2) provision of hygienic measures and health services at all ports; (3) issuance of international health and/or vaccination certificates; and (4) application of health measures to international traffic that are not more stringent than the measures described in the Regulations (unless a compelling scientific rationale is assessed as legitimate by WHO authorities)." "The revised IHR also formalize WHO authority to act to protect global health during any possible "public health emergency of international concern" [PHEIC] by issuing recommendations and mobilizing multilateral interventions, most likely through the mechanism it coordinates known as the Global Outbreak Alert and Response Network [GOARN]. (14) To diminish reporting delays, WHO's information gathering authority is no longer limited to official state notifications or consultations, but now explicitly includes recourse to "scientific principles as well as the available scientific evidence and other relevant information." (15) Presumably, this includes information from non-state sources such as non-governmental organizations, media sources, individual health professionals, and web-based forums and networks such as the Global Public Health Information Network [GPHIN]. In the event of a suspected PHEIC, the agreement stipulates the ad hoc formation of a new body, the Emergency Committee, which is to be formed from a roster of experts named by States Parties. The Emergency Committee's main task is to appraise the available evidence and information and advise the WHO Director General, who now formally has the power (even without the consent of affected countries, provided a series of procedures is followed) to unilaterally issue travel and other temporary or standing recommendations in order to protect global health. The WHO Director General is also authorized under Article 10 of the IHR to share information with other States Parties when an affected State "does not accept the offer of collaboration" and "when justified by the magnitude of the public health risk". Global Outbreak Alert & Response Network
W.H.O. loves you? Did you notice that their primary concern is not for lives of human beings, but rather, to protect trade and commerce. That is what Pandemic Level 6 is about. "The primary objective of the regulations remains that of balancing security from the international spread of disease against unnecessary interference with world traffic and trade..." and this is precisely what the pandemic plans call for: protection of transportation and infrastructure. W.H.O. loves you ...Not! The WHO raised the pandemic alert level to a level 6 on June 11, 2009. The 2009 swine flu outbreak was the first pandemic influenza since 1968, when the Hong Kong Flu killed about 1 million people. Criteria "The pandemic alert phases 5 and 6 reflect the global spread of the outbreak. They do not necessarily reflect a graduation of the severity of the disease in the individual. While phase 5 is defined as sustained community level outbreaks in at least two countries within a single WHO region, phase 6, the pandemic, is declared when sustained, community-wide human-to human transmission occurs in at least one additional WHO region [2]. The move to
pandemic phase 6 is a response to the fact that according to WHO the
spread of influenza A(H1N1)v in several countries can no longer be
traced to clearly-defined chains of human-to-human transmission and
that the scientific criteria for an influenza pandemic have been met.* At this time, the WHO considers the overall severity of the influenza pandemic to be moderate. The moderate assessment reflects that:

How does 144 deaths compare to 1 Million deaths in 1968? And how does that compare to 40 Million deaths in 1918? Aren't those the sort of numbers that comes to mind when you here the word "pandemic"? Did you know that they changed the criteria in 2003 following the SARS outbreak which claimed a whopping 44 lives, and that under the old criteria, the present "swine flu" outbreak would have likely been classified no higher than level 3, or perhaps 4? Killed John O’Neill [docu-drama well worth watching] that at the time of 9/11, AIG, the world’s
largest
insurance company, and subsidiaries Marsh McLennan, ACE and Kroll, were
run by
the Greenberg family. With Council on Foreign Relations (CFR) member
Maurice
“Hank” Greenberg as the AIG godfather, the Familia’s tentacles
curled around
the heart of the tragedy. Hank’s son Jeffrey,
a CFR member as well, was chairman of Marsh & McLennan, situated on
floors
throughout the North Tower of the World Trade Center as well as the top
floors
of the South Tower. Marsh also had ties to the CIA. Son Evan Greenberg,
a CFR
member, was CEO of ACE Limited, situated in Tower 7, which also
contained AIG
subsidiary Kroll, closely related to the CIA, also with an office in
Tower 7. Tower 7 also
contained offices of the FBI, Department of Defense, IRS (which
contained
prodigious amounts of corporate tax fraud corporate, including
Enron’s), US
Secret Service, Securities & Exchange Commission (with more stock
fraud
records), and Citibank’s Salomon Smith Barney, the Mayor’s Office of
Emergency
Management and many other financial institutions. Greenberg’s cousin,
Alan “Ace” Greenberg, was former CEO of Bear Sterns, where the Bush
family,
Cheney family George Schultz, James Baker, et al, did business. It is the
leading brokerage firm of the great and all-powerful Bush Familia. Also reported by Democratic

“provided protection services,” among other things, to high level
Americans at
home and abroad. Kroll had military teams in their company and merged
with
Armor Holdings on August 23, 2001, adding Defence Systems Limited,
another
private military corporation, to their operation, and an ex-KGB team
called
Alpha Firm earlier acquired by Defense Systems Limited. These
four teams could
have been used on 9/11, part of a “corporatizing” of black ops in
tandem with
military teams. According to
whistleblower Richard Grove,
who worked as a senior manager for SilverStream
Software on Marsh and AIG accounts, Kroll
also managed the Enron fraud once
Kenneth Lay stepped down. Marsh, immediately
after 9/11, established a specialized terrorism team called Marsh
Crisis
Consultancy (led by L. Paul Bremer III), adding the teams Control Risks
Group,
a British ex-SAS team and Versar, bio-terrorism and homeland defense
team.
These players could have known each other from 9/11, bringing in new
assignments and profits. Democratic Underground also reports, AIG allegedly was laundering drug money, and was involved in the Afghanistan oil and gas pipelines. Greenberg and the Adnan Khasshogi family allegedly benefited from the Afghanistan narcotics trade and interests in the oil and gas pipelines, as well. Would you believe that global pandemic planning has it's roots in the events ande th immediate aftermath of 9/11, and right here in Canada when the "Global Health Security Iniative" (GHSI) came to fruition? Following September 11, 2001, former United States Secretary of Health and Human Services Tommy Thompson suggested that countries fighting bioterrorism should meet to share information and coordinate their efforts to improve global health security. On November 7, 2001, Canada's Minister of Health hosted the first Ministerial Meeting in Ottawa, Canada to discuss global health security. Attending, in addition to Canada, were Ministers / Secretaries/ Commissioner of Health and senior health officials from the European Commission, France, Germany, Italy, Japan, Mexico, the United Kingdom, the United States and the World Health Organization. Ministers called for concerted global action to strengthen public health preparedness and response to the threat of international biological, chemical and radio-nuclear terrorism. They agreed to forge a partnership to address issues of protecting public health and security globally, and to work together in the following areas.... It stated that on July 7, the pharmaceutical industry-dominated Strategic Advisory Group of Experts (SAGE) on Immunization held an “extraordinary meeting in Geneva to discuss issues and make recommendations related to vaccine for the pandemic (H1N1) 2009.” There’s no pandemic. Yet WHO said
the virus “is considered unstoppable,” while admitting little evidence
of spread so far, most cases are mild, and many people recover unaided.
Nonetheless, all countries will need vaccines and should follow these

Governments in various states and others around the world have been preparing for this and putting plans, laws and resources into place, as well as training their militaries to deal with this outbreak. Is it just for the purposes of containing outbreaks? For dealing with the aftermath? Or might they be training force vaccinate the public? Is that possible? Absolutely. This could be done under the Public Safety Act (which came into existance after 9/11) through either a national, provincial or muncipal declaration of "pandemic emergency", or invocation of the "notwithstanding clause" in the Constitution Act (1982), or possibly with the use of police state legislation depriving us of our rights and freedoms, and of due process of law, in the form of Bill C-6 (under the guise of "public safety" and "consumer protection"). This Bill passed through parliament virtually unnoticed and recently passed second reading in the Senate, and which we are opposing and desperately trying to stop. The other option is "voluntary, but with consequences". After
recent reports
that Canada's public
health officials are engaged in cover-up operations to conceal flu
origin,
there is now evidence and growing concerns and that all the warnings,
dire predictions and preparations for the H1N1 swine flu are leading to
mandatory vaccinations under the guise of "voluntary cooperation"
initiatives from Canadian health agencies.
The Canadian pandemic plan calls for the vaccination of the entire population over a period of two months. Vaccination campaigns are targeting the workplace, schools, recreational centres and even bars and nightclubs. Community mass vaccination clinics are scheduled to inoculate millions of people in every province in Canada. The Public Health Agency of Canada (PHAC) state on their own website that International Health Regulations provide a legal framework under the World Health Organization (WHO) to protect against and control the international spread of disease such as a flu pandemic. They also state that they will establish a process that is to be followed by the WHO for determining and responding to a public health emergency of international concern. [snip] Many countries are in the process of acquiring from Baxter, Novartis, GlaxoSmithKline and other pharmaceutical companies enough doses of vaccine to vaccinate their entire population twice. Many countries are remaining quiet about mandatory vaccination, simply saying they will make vaccination ‘available’ to all on a priority basis. But Greece and Switzerland have already announced that their programs will be mandatory and enforced by the military. There are unconfirmed reports that Norway and Israel have done the same. [and China] Confirmed reports of regional H1N1 pandemic planning documents from the UK indicate that local authorities intend to set up mass vaccination sites to be overseen by crowd control police. The United States is preparing for military ‘assisted’ mandatory vaccination but has not explicitly declared its intentions to the public. Individual Canadian provinces are supposedly given the authority to decide how to achieve the highest level of vaccination. The Canadian government claims this does not mean they will make it mandatory or use physical force. However, there are tactics in place, including heavy doses of propaganda, along with various forms of social and economic coercion which suggest otherwise. Just how it will all play out depends very much on the individual province, but reports from the public suggest that the current theme of intimidation is requiring many Canadian workers to demonstrate that they have received the flu vaccination to remain employed. "Canada is deceiving the public and promoting a whole new dimension of voluntary cooperation for vaccines," said Margaret Sauvé, a nurse and medical administrator from Montreal, Quebec. "If this is their idea of voluntary cooperation, I would really hate to see what a mandatory policy would look like, because we have no choice if we want to keep our jobs" she added.
